toggles_tag

This is equivalent to (starts_tag || ends_tag), i.

e. it tells you whether a range with tag applied to it begins or ends at this.

Parameters:

this	an iterator
tag	a TextTag, or null

Returns:

whether tag is toggled on or off at this
